Foreigners who want to acquire ownership rights to real estate in Slovenia must submit an application for declaration of reciprocity to the Ministry of Justice. This application must be accompanied by a document with information on real estate, which is issued by the Surveying and Mapping Authority of the Republic of Slovenia upon the request of a foreign natural person or legal entity.
3. Citizens of Countries Without Reciprocity
If your country doesn’t have a reciprocity agreement with Slovenia, you cannot buy property as a private person.
However, you can buy real estate through a Slovenian company (usually a d.o.o.).A company is opened in Slovenia, and the property purchase is made through it. In practice, this is the most common solution for foreign investors.
How Does the Property Buying Process Work?
- Choose a property
- Submit a draft contract and other documents to the Ministry of Justice, which checks reciprocity between the countries. This process takes 2–6 months.
- Once the Ministry issues the final decision, the sales contract is signed and submitted to FURS.
- Pay the property transfer tax,
- Notarize the contract and pay the purchase price.
- File the land registry application to register ownership.
- Once ownership is entered in the Land Register, you officially own the property.
What Properties Can Foreigners NOT Buy?
Slovenia protects its natural resources, which means foreigners generally cannot purchase:
Agricultural land and/or water-protected land
While exceptions exist, they are rare and involve lengthy administrative procedures.
